An enlarged meeting of the 2007 SOWSG GSC was held on the morning of May 11th. The meeting conveyed the spirit of speeches made by Premier Wen Jiabao and Vice Premier Hui Liangyu at the 175th executive meeting of the State Council and the third GOC plenary session, respectively, the spirit of the speech made by Secretary Xi Jinping at the meeting of standing committee members of CPC Shanghai Municipal Committee, and the spirit of the speech made by Mayor Han Zheng upon inspecting the reconstruction of competition venues on May 8th. The preparation progress since the third GOC plenary session and the arrangement for what work is to be done next were announced. On the morning of January 6, 2007, the 20th Directors Meeting of Shanghai Steering Committee (GSC), 2007 Special Olympics World Summer Games was held in Qingyu Hotel. Yao Mingbao, Deputy Secretary General of Shanghai Municipal People’s Government and Deputy Director of GSC, presided over the meeting, and Zhou Taitong, Vice Major of Shanghai and Director of GSC, attended the meeting. The meeting heard reports on the second-round solicitation of the mascot, the theme song and the posters for the 2007 World Special Olympics Games.
From November 29th to December 2nd, a delegation from the Special Olympics International is in Shanghai to have discussions with the GSC about the accommodation of the delegations, language service, international volunteers, better information communication between the GSC and the Special Olympics International as well as the participating nations (regions), the law enforcement officers’ torch run, opening ceremony, community reception, risk management, cultivation of leaders of Special Olympics, choose and training of Special Olympics athlete referees, competition work, and training of reception personnel. Present at the discussions are Wang Zhijun, Vice Chairman of the GOC and Chairman of the Special Olympics China, and Yao Mingbao, Deputy Secretary-General of the Municipal Government and Vice Director of the GSC.
On the afternoon of November 10th, the curtain of the photo exhibition of “the Special Olympics and Harmonious Development of Society” is raised in the U.N. Building. Present at the opening ceremony are Annan, U.N. Secretary-General; Chen Jian, U.N. It is sponsored jointly by the GOC of the World Special Olympics Shanghai 2007; the Municipal People’s Government of Shanghai; the Permanent Mission of China to the U.N.; U.N. New York Office of Sport for Development and Peace.;and the Special Olympics International. Wang Guangya, Representative of Permanent Mission of China to the U.N., addresses the forum. Han Zheng, Acting Party Secretary of Shanghai Municipal Party Committee, Mayor of Shanghai, and Chairman of the GOC of the World Special Olympics Shanghai 2007, addresses the forum in the form of videotape. Feng Guoqin, Member of the Standing Committee of Shanghai Municipal Party Committee and Standing Deputy Mayor, delivers a key-note speech. Jose Antonio Ocampo, Deputy Secretary-General of the U.N.; ólafur Ragnar Grimsson, President of Iceland and Member of the Special Olympics International; Eunice Kennedy Shriver, founder of the Special Olympics International; and Tang Xiaoquan, Board Chairman of China Disabled Persons’ Federation also addresses the forum respectively. Liu Zhenmin, Deputy Representative of the Permanent Mission of China to the U.N. and Djibril Diallo, Director of the U.N. New York Office of Sport for Development and Peace chair jointly the opening ceremony of the forum. Present at the forum are the permanent representatives of various nations to the U.N.; the officials of the related departments of the U.N.; part of American political VIPs; celebrities of the world’; the overseas Chinese leaders in New York; and honored guests from home and abroad.

On the night of October 15th, the opening activity of “Running towards Wonderful Special Olympics—International Invitational Games Shanghai of Special Olympics 2006” is held in Shanghai Gym. Hui Liangyu, Member of the Political Bureau of the Central Committee of the CPC, Vice-premier of the State Council and Honorary Chairman of the GOC of the World Special Olympics Shanghai 2007, is present to declare the opening of invitational games. Also present at the opening ceremony are representatives of global Special Olympics leaders; officers of Special Olympic International; leaderships of some provinces and cities; representatives of the Head of Delegation Seminar of the World Special Olympics 2007; and consul generals of part of the nations in Shanghai.
On the afternoon of October 15th, the plenary meeting of the delegation head meeting of the Special Olympics World Summer Games Shanghai 2007 comes to a close at the Shanghai Convention Center. Hui Liangyu, Member of the Political Bureau of the Central Committee of the CPC, Vice-premier of the State Council and Honorary Chairman of the GOC of the World Special Olympics Shanghai 2007, is present to declare close of the plenary meeting.

On October 9th, the ignition ceremony of the “Law Enforcement Torch Run” of the World Invitational Games Shanghai of the Special Olympics 2006 is held at the Bund in the Chen Yi Square. Present at the ignition ceremony are Zhou Taitong, Deputy Mayor, Standing Vice Chairman of the GOC and Director of the GSC; and Yao Mingbao, Deputy Secretary-General of the Municipal Government, Secretary-General of the GOC and Vice Director of the GSC.
On October 8th, the working mobilization meeting of the World Invitational Games Shanghai of the Special Olympics 2006 is held in the City Hall.
On September 25th, the GSC holds a press conference at the Shanghai East Asia Sports Hotel to announce a solicitation of the Theme Song, the Mascot and the Poster for the 2007 Special Olympics World Games. Yao Mingbao, Deputy Secretary-General of the Municipal Government and Vice Director of the GSC, attends the press conference.

From June 27th, to July 12th, a delegation organized by the GSC is in the United States to inspect and learn from the First All-US Special Olympics.
From June 10th, to 12th, a GMS training class is held in Minghang Campus of Jiaotong University by the Special Olympics International and the GSC.
From June 5th, to 12th, the Special Olympics International is in Shanghai to have talks with the GSC about preliminary contests, delegation head meetings, community reception, torch run, family forum, the reception plan for volunteers to receive VIPs attending the Special Olympics 2007, the reception of celebrities and VIPs, invitation plan and time of VIPs, non-contest special activities and the activities for VIP’s participation, and the testing activities of preliminary contests.
On May 31st, a special meeting for improving the gym to hold the World Special Olympics 2007 is held in the City Hall.
On May 24th, the State Council holds a special meeting to hear special reports about the preparations of the Special Olympics Shanghai 2007.
On the morning of May 21st, a large-scale publicity activity “Greeting Special Olympics—Real Understanding and Sincere Care” is held in Shanghai Century Square. Present at the activity are Liu Yungeng, Deputy Party Secretary of Shanghai Municipal Party Committee and GSC Consultant; and Zhou Taitong, Deputy Mayor of Shanghai Municipality, Standing Deputy Chairman of the GOC of the World Special Olympics and Director of the GSC.
On May 17th, the ceremony of establishing collaboration partnership between the World Special Olympics 2007 and Shanghai Telecom for information communications is held. Shanghai Telecom will undertake the construction and assurance of the information communication systems of the World Invitational Games Shanghai 2006 and the Special Olympics 2007 in an all-round way. Zhou Taitong, Standing Vice Chairman of the GOC and Director of the GSC of the World Special Olympics Shanghai 2007 and Deputy Mayor, is present at the signing ceremony.
On May 16th, the opening ceremony of the “Exhibition Tour of Painting, Calligraphy and Photography by Disabled Persons, Art Works by people with intellectual disability, Photos about Special Olympics 2006” is held in Shanghai Library.
On April 25th, Motorola, the world leader in wireless telecommunications, and China Telecom hold a press conference in Beijing to make a donation of RMB 300,000 yuan to the World Special Olympics 2007. At the celebration ceremony, the Special Olympics athletes from Beijing carry out a splendid basketball match. Yao Ming, an NBA giant star far away in the United States, also sends his congratulations.
On April 10th, the Special Olympics International and the GSC of the World Special Olympics Shanghai 2007 holds an announcement ceremony and press conference at Friendship Hall of Shanghai Convention Center for the chief producer and chief director of the foreign party for the opening ceremony of the World Special Olympics 2007. Mr. Don Mischer, a distinguished American director, and Don Mischer Productions are invited to be the chief producer and chief director on the foreign party for the opening ceremony of the World Special Olympics 2007. Present at the news conference are Zhou Taitong, Deputy Mayor of Shanghai Municipality, Standing Vice Chairman of the GOC and Director of the GSC; Wang Zhijun, Chairman of the Special Olympics China and Vice Chairman of the GOC; and Yao Mingbao, Deputy Secretary-General of the Municipal Government, Secretary-General of the GOC and Vice Director of the GSC. Also present at the announcement ceremony are Bruce Pasternack, the CEO of the Special Olympics International, and other officers.
On March 25th, the second plenary meeting of the GOC of the World Special Olympics Shanghai 2007 is held in Shanghai.
From January 10th to 15th, a delegation of the Special Olympics International is in Shanghai to have further discussions with the GSC about the preliminary games and head of delegation seminar. The technical representatives of sports events inspect the facilities, equipment, apparatus, telecommunications and lighting of the 34 venues for 21 events and 4 demonstration Actives.
From December 12th to 16th, the delegation of the Special Olympics International in Shanghai has further discussions with the GSC about the opening ceremony of the Special Olympics, torch run, fundraising, promotion program for school education enrichment program, volunteers’ service and the mutual collaboration between the two parties.

On November 17th, Timothy Shriver, Chairman of Special Olympics International; Bruce Pasternack, President and CEO of Special Olympics International; Arnold Schwarzenegger, Governor of California and Global Image Ambassador, and his wife Maria Shriver; and their party pay a visit to the Shanghai Training Center of Special Olympics and Shanghai Children’s Home and attend the East Asia Special Olympics Family Forum organized by the East Asia Region of the Special Olympics International.
From November 16th to 18th, the Special Olympics International is in Shanghai to inspect the venues of the Special Olympics and to have all-round and detailed exchanges and communications with the GSC for the work related,getting to a common view and having the clearer plan and target of the future collaboration.
On November 14th, the GSC holds a large-scale “So Get Into it!” activity jointly with the China Disabled Persons’ Federation, the Special Olympics China, the China Disabled Persons’ Welfare Foundation and the Beijing Municipal Government at the China Millennium Monument in Beijing for China to have reached 500,000 Special Olympics athletes by the year of 2005 and for cheering up the World Special Olympics 2007. At the ceremony of handing over and taking over the torch Mr. Timothy Shriver, Chairman of the Special Olympics International, issues to Deng Pufang, Chairman of China Disabled Persons’ Federation and Executive Chairman of the GOC of the World Special Olympics 2007, the “Award of Outstanding Leader of Olympic Global Movement”. Present at the ceremony are Bruce Pasternack, President and CEO of the Special Olympics International; Arnold Schwarzenegger, Governor of California and Global Image Ambassador; Tang Xiaoquan, Board Chairman of China Disabled Persons’ Federation and Vice Chairman of the GOC; Lü Shiming, Standing Vice Board Chairman of China Disabled Persons’ Federation and Vice Chairman of the GOC; Wang Zhijun, Chairman of the Special Olympics China and Vice Chairman of the GOC; Sun Anmin, Deputy Mayor of Beijing Municipality; Zhou Taitong, Deputy Mayor of Shanghai Municipality, Standing Vice Chairman of the GOC and Director of the GSC; Special Olympics athletes; and personalities of various circles, totaling over 1,000 people.

On October 2nd, the activity of “Health Run for Everybody in Shanghai and Amway Nutrient Health Run 2005—Cheering Up World Special Olympics 2007!” is held. Yang Xiaodu, Deputy Mayor of Shanghai Municipality and Consultant of the GSC; Special Olympics athletes; celebrities; Shanghai residents; employees of Chinese and foreign companies; and sports teams, totaling around 20,000 people, attend this activity.
From September 17th, to October 4th, the 6th Special Olympics Shanghai Municipality Games is held. It is a drill for the World Special Olympics 2007 and Special Olympics games at city-level with the largest scale, most participants and most complete sports events as well. It has 15 sports events, 4 performance actives in addition to 4 non-sports programs, namely Host Town program, Health Athletes, Parents’ Forum and Youth Summit. 4,188 athletes (including those specially invited from Hong Kong, Macao and Taiwan regions) and around 4,500 volunteers participate in this city-level Special Olympics.
On September 19th, Amway (China) holds a signing ceremony together with a press conference in Beijing to sponsor the World Special Olympics 2007. In addition to donation of RMB 6 million yuan to the Special Olympics, Amway will take the advantage of “Amway Nutrient Health Run” campaign to carry out the activity of “Cheering Up World Special Olympics 2007!” in next three consecutive years in around 20 cities in China.
On September 17th, a dinner party for charity auction is held by Shanghai International Grand Prix Athletics Meet to make donation to the World Special Olympics 2007.
From August 22nd, to 24th, the GSC and the representatives of the Special Olympics International have discussions in Shanghai and reach a consensus of the matters related to the organizational frame of the World Special Olympics 2007, venues and events, preliminary contests and delegation head meetings.
On July 20th, the first plenary session of the GSC of the World Special Olympics Shanghai 2007 is held.
On July 6th, the Disabled Persons’ Working Committee of the Shanghai Municipal Government and the organization committee of the 6th Special Olympics of Shanghai municipality hold a teleconference which emphasizes the 6th, Special Olympics of Shanghai municipality must be run in a high-quality and high-level way so that it can be a grand gathering to review the development and achievements of the Special Olympics undertaking in Shanghai and accumulate experiences for the World Special Olympics 2007.
From June 15th to July 19th, a special activity is jointly held with McDonald for McDonald to donate part of its profit from its sales to the World Special Olympics 2007.
From May 16th to 20th, the working team of the Special Olympics International is in Shanghai to have discussions with the GSC about the matters of events, the venues, the preliminary contests, the host town program, the volunteers’ service, the budget, the school enrichment grogram, the head of delegation seminar, and the torch run of the World Special Olympics 2007.
On March 5th, Zhou Taitong, Deputy Mayor of Shanghai Municipality, Standing Vice Chairman of the GOC and Director of the GSC, leads a delegation to Japan to hold a meeting of promotion and introduction for the World Special Olympics 2007 and attends the closing ceremony of the Special Olympics World Winter Games Nagano. Present at the promotion and introduction meeting are Chen Yonghua, Chargé D'affaires ad Interim of the embassy of China to Japan; Her Highness Princess Kiko of Japan; Eunice Kennedy Shriver, founder of the Special Olympics International; Timothy Shriver, Chairman of the Special Olympics International; delegations of several nations and regions; representatives of athletes; and over 30 news media.
On February 27th, an announcing ceremony and award-bestowing evening party are held for the logo “Eye” and the theme “I know I can” of the Special Olympics 2007 and the “One Hundred Kids Greeting Special Olympics”, a publicity film for public welfare 2005. On the same occasion, the GOC bestows a certificate of Loving-care Ambassador of World Special Olympics 2007 to Liu Xiang, a champion of the Olympic Games.
On November 11th, the General Office of the State Council issues the “Notice on the Establishment of Organizing Committee and Steering Committee of World Special Olympics Shanghai 2007”. For running well the World Special Olympics 2007, the GOC and GSC are established with the approval of the State Council.
On November 1st, a press conference is held for worldwide solicitation of the logo and theme for the 2007 Special Olympics World Games and the publicity film for public welfare 2005.
On October 16th, a donation ceremony is held in Beijing for Yao Ming to donate his copyright royalty on his book newly published.
From October 13th to 17th, an inspection group of seven people from the Special Olympics International is in Shanghai to have discussions and exchange views related to the preparations of the Special Olympics 2007 with the GEC of the World Special Olympics Shanghai 2007. The working group also inspects the venues related.
In September, a delegation is organized to go to Greece to observer the Paralympics Games Athens 2004 and to learn from them the experiences of organizing large-scale world sports games.
From August 14th to 20th, an large-scale dance evening party Dance towards the Future , headed by the well-known American dancer Jacques D’ Amboise and the well-known Chinese dancer Huang Doudou, is held in the Shanghai Grand Theater together with 100-odd dancers including Special Olympics athletes. The large-scale dance entitled Dance Together You and Me, Running towards the Future was performed at Oriental Green Boat. The American dancer leads around 1,000 boys and girls, including those in special schools and those from the Children’s Palace of the China Welfare Institute, to dance together with him. Li Ming presented a song named Dance Out Your Future which was tailored for 2007 World Special Olympic Games.
On August 8th, a unified game is held among the mixed members of the Barcelona Soccer Club of Spain and the Shenhua Soccer Club of Shanghai as well as the Shanghai Special Olympics soccer team. The Barcelona Soccer Club donates a football and sports shirts with autographs on them to Shanghai Special Olympics soccer team to expand the influence of the Special Olympics. The unified game expresses the concerns of the soccer team members, both Chinese and foreign, for the people with intellectual disability and embodies “Equality, Acceptance and Tolerance” which is the spirit of the Special Olympics.
In July, a professional company is entrusted to carry out a marketing investigation on the awareness of the Shanghai residents of World Special Olympics 2007 so as to decide more effective angle and orientation for publicizing and promoting the Special Olympics in the future.
On June 11th, a large-scale activity entitled “Superstars Caring for Special Olympics” took place as one of the activities publicizing the Special Olympics. Present at the activity are Yao Ming, the world giant basketball star, and stars of performance art such as Li Ming, Yu Chengqing, A Du, Zhou Xun, Jin Haixin, etc.
On June 11th, Announcing Ceremony of “Yao Ming------Global Ambassador of the International Special Olympics and 2007 World Special Olympic Games” took place. The world giant basketball star serves as the ambassador of the World Special Olympics 2007.
On June 11th, on behalf of the preparation organ of the World Special Olympics 2007, Zhou Taitong, Deputy Mayor of Shanghai Municipality, accepts RMB 10,000,000 donated by Liwayway (China) Co., Ltd. This is the first large sum of donation ever received since the preparation of the World Special Olympics Shanghai 2007.
On May 29th, “Chinese and Foreign Children Celebrating June 1st Children’s Day Hand in Hand and Welcome Special Olympics”, an activity of long-distance running, is held to publicize and advocate the spirit of the Special Olympics. Wang Anshun, Deputy Party Secretary of Shanghai Municipal Party Committee, other municipal leaders and 1,000 children attend the activity.
On May 15th, an activity of charity basketball match, charity dinner party and auction with the theme of Welcome the World Special Olympics 2007 is held by Chinese and ROK stars of entertainment to raise funds for the World Special Olympics 2007.
From April 28th to May 4th, staff of the GOC (Preparatory) office attend the “Head of Delegation Seminar of Special Olympics World Winter 2005” in Nagano, Japan and to learn about the information about the head of delegation seminar of the World Special Olympics.
On March 30th, the business circles of the United States hold a charity evening party for soliciting contributions to support the World Special Olympics 2007. The GEC of the Special Olympics Shanghai 2007 is present at the activity and accepts the contributions.
On March 2nd, and 4th, a dinner party is held respectively in Beijing and Shanghai for entrepreneurs at home and abroad to publicize the Special Olympics, to look for support and sponsorship, and to open the website of the World Special Olympics 2007.
On March 2nd, Chinese President Hu Jintao meets with the delegation of the Special Olympics International and representatives of Special Olympics athletes. He expresses that the Chinese government will energetically promote the Special Olympics undertaking and support Shanghai to host the World Special Olympics 2007.
On March 2nd, the Shanghai Municipal Government and the Special Olympics International officially sign the “Agreement of World Special Olympics 2007”. Hui Liangyu, Member of the Political Bureau of the Central Committee of the CPC and Vice-premier of the State Council, is present at the signing ceremony.
From September 8th to 11th, the GOC (Preparatory) meets with the working team of the Special Olympics International. Both parties have further and detailed discussions about the related content and clauses to be signed in the official agreement.
From June 20th to 29th, an inspection mission headed by Zhou Taitong, Deputy Mayor of Shanghai Municipality, is in Dublin Ireland to inspect the World Special Olympics 2003.
On March 29th, the world sport champions of the Laurence Public Welfare Sport Foundation participate in Special Olympics unified sports at the Lujiazui special school.
On December 6th, in accordance with the requirements of the “Memorandum of World Special Olympics 2007 Agreement”, the GEC of the World Special Olympics (Games Executive Committee (GEC)), a civilian-run non-corporate organization, is officially set up to kick off and carry out various kinds of concrete work together with the GOC (Preparatory).
On November 10th, Hewitt, the world number-one man tennis player, comes to Shanghai to attend the “Initiative Ceremony of Special Olympics Tennis in China”, marking the birth of a new Special Olympics event, tennis, in China.
On September 12th, the GOC (Preparatory) and the Special Olympics International signs the “Agreement Memo of World Special Olympics 2007”.
On August 21st, the GOC (Preparatory) of the World Special Olympics 2007 and its office are officially set up, marking the all-round kicking off of various kinds of preparation and organization work of the Special Olympics.
On May 24th, the Shanghai Municipal Government in Shanghai and the Special Olympics International in Washington headquarters hold a press conference respectively at the same time to announce Shanghai China has won the right to host the World Special Olympics 2007.
From April 22nd to 24th, Feng Guoqin, Deputy Mayor of Shanghai Municipality, and his party are in London, on behalf of the bid group, to make a bidding report.
From March 27th to 29th, the inspection group of the Special Olympic International is in Shanghai to have a three-day inspection and assessment of the bidding work made by Shanghai.
On February 28th, the bid leading group of the Special World Olympics 2007 submits a bid proposal to the Special Olympics International.
On February 25th, the State Council officially approves Shanghai to bid for the World Special Olympics 2007.
On January 28th, the 122nd executive meeting of the Shanghai Municipal Government decides Shanghai to make an official bid to host the World Special Olympics 2007 and to set up simultaneously a bid leading group and office for bidding to host the World Special Olympics 2007.
